Training Visa Changes
From 12 November 2026, the following changes will come into effect for the Training (Subclass 407) visa.
Under the changes, an application for a Training (Subclass 407) visa cannot be lodged while the applicant is in Australia. A Training (Subclass 407) visa cannot be granted while the applicant is in Australia.
Some applicants may be exempt from these new changes if they are in a class of non-citizens specified in a legislative instrument. An applicant in a specified class may apply in or outside Australia but they cannot be in immigration clearance. The legislative instrument has not yet been released.
From 12 November 2026, the application will be invalid if the person applies whilst in Australia. This applies even if ImmiAccount allows the person to submit an application. Lodging an invalid application may affect the person’s visa status. If their visa has already expired, they may not be eligible to apply for another visa. A decision that the person’s application is invalid cannot be merits reviewed.
The impact of these amendments is that prospective applicants living and working in Australia will be required to depart Australia and lodge their Training (Subclass 407) visa application whilst overseas, or consider other potential visa options. The person may travel to Australia on another valid visa while the Department processes their Training (Subclass 407) visa application. They will not receive a Bridging visa linked to an application lodged outside Australia. They must be outside Australia at time of grant.
These amendments build upon changes introduced on 11 March 2026 to prevent prospective applicants from lodging their Training (Subclass 407) visa until the associated Temporary Activities Sponsorship application and the 407 Nomination application had both been approved first.
Prior to 11 March 2026, an application for a Training (Subclass 407) visa could be validly made in Australia if the associated Temporary Activities Sponsorship application and 407 Nomination application had both been lodged but were still being processed by the Department of Home Affairs.
The Explanatory Statement to the Migration Amendment (Training Visas—Application Requirements) Regulations 2026 states that the change curbs a pathway for lodging and being granted successive temporary visa applications in Australia. It builds on the sponsorship reforms that began on 11 March 2026.
The changes commence on 12 November 2026 and apply to Training (Subclass 407) visa applications made on or after that date.
